Defending Trump’s Golden Dome missiles could cost $1.2T, CBO estimates

The CBO on Tuesday published a report that estimates that the development, deployment and use of the Golden Dome missile defense in line with what the President. Donald Trump mentioned in his administration’s plan will cost about $1.2 trillion over 20 years.

According to the order, the Golden Dome will be designed to protect against ballistic, hypersonic and cruise missiles, as well as other aerial threats. It would cover the entire US, including Alaska and Hawaii, with the ability to engage a regional adversary or a small peer attack, although it could be thwarted by a full-scale attack by a peer or near-peer adversary, the CBO said.

In the report, CBO considered a national missile defense system with four layers of interceptors, including a space-based layer, two layers above the wider area – including an upper layer and a lower layer, and a regional sector layer based on the surface.

It will also include additional sensors, communication systems, and battle management systems to coordinate joint action between system layers.

The most expensive part of the Golden Dome project would be space-based interceptor layer, which CBO said would account for about 70% of acquisition costs and 60% of total costs.

Acquisition costs for the Golden Dome project as a whole would be a little over $1 trillion over a 20-year period, and average operating and support costs would be over $8 billion a year.

The CBO estimate notes that there is considerable uncertainty about how quickly components of a national missile defense the program can be distributed.

CBO’s operating and support costs are based on a 20-year period beginning in 2028 for surface-based systems and 2030 for space-based systems. Note that operating and support costs may be slightly higher if deployment occurs later.

The CBO noted that the director of America’s Golden Dome office in a recent public statement estimated that the cost of the program’s infrastructure will cost $185 billion to implement over the next decade.

As a result, the CBO noted the difference “suggests that either the intent of the GDA architecture is more limited than the NMD program envisioned by the CBO or that the DoD expects funding from other accounts to contribute to the GDA (or both).”

The CBO added that due to the “limited information available about the Administration’s planned NMD structure, a direct comparison of the DoD and CBO’s NMD programs and their costs is difficult,” as many aspects of the program may differ from what the analysis or higher-order objectives imply.
