DHS Secretary Markwayne Mullin defended President Donald Trump’s push for citizenship testing in federal elections Sunday, saying DHS was preparing for the 2026 midterms by reviewing voter information and records.

“Well, we’re going to make sure that our Constitution is upheld, which means that only the citizens of the United States vote,” Mullin told Kasie Hunt on CNN’s State of the Union.

When asked what DHS plans to do with voter information under Trump’s election order, Mullin said the administration wants to protect “the integrity of our elections.”

Mullin also said the federal election cycle was in the middle of the country and said citizenship verification should not be controversial.

“What we want to assure you is that every vote counts, that we don’t have games like you might see in sanctuary cities,” Mullin said. “I’m not saying, father, I’m just saying, but why don’t we want to make sure it’s safe?”

Hunt pressed Mullin about non-citizen voting, citing the Heritage Foundation’s count of 25 cases of voter fraud where citizenship was an issue. Mullin rejected the suggestion that the number was too small to take action.

“Twenty-five is too many 25,” Mullin said. “It’s like one illegal death, one person who dies at the hands of an illegal person is too many. It’s avoidable. One person who votes illegally is too many.”

Mullin said DHS wants middle names to be viewed as safe and reliable, but he did not identify the states or voter rolls he was referring to when making broad claims about registration.

“When you start looking and cleaning up some of these rolls, we’re seeing thousands of people who are registered to vote and who got their votes cast,” Mullin said.

The exchange came after Mullin faced questions while confirming whether ICE agents could be stationed near polling places. At the time, he questioned why critics were concerned about immigration enforcement at the polls.

“I don’t understand what the concern is about forcing immigrants to the polls,” Mullin said during a March hearing with lawmakers. “Because, if you’re not a citizen, you shouldn’t vote anyway.”

Trump signed an executive order on March 31 directing DHS, and the Social Security Administration, to compile and transmit lists of state residents to election officials before federal elections. The White House said the order was intended to ensure the validity and security of mail-in and absentee voting processes.
